7. PUBLIC COMMENT ON NON-AGENDA ITEMS The Commission will hear public comments on matters not appearing on the agenda but within the Commission’s jurisdiction. Speakers will have three minutes to make their remarks. Those wishing to speak on an agenda item may do so when the Chair calls that specific item for discussion. State regulations prohibit the Commission from acting on non-agenda items.

8. COMMISSION MEMBER / STAFF REPORTS Staff and Commissioners may ask question for clarification or make a brief announcement that does not conflict with Brown Act regulations.
