5. STATUS OF AFFORDABLE HOUSING PROJECTS AND HOUSING BOND PROCEEDS EXPENDITURES Request for City Council direction regarding various affordable housing projects selected to receive City funding assistance and direction on expenditure and potential redistribution of remaining $15 million Housing Bond proceeds.
1. Direct staff to terminate negotiations with Waterford Group (600 West Commonwealth Avenue) and re-direct the $5 million Housing Bond proceeds reserved for Waterford Group to other affordable housing projects.
2. Allocate $3 million in Housing Bond proceeds to A Community of Friends (1220 East Orangethorpe Avenue) for development of 36 special needs housing units and re-direct previously allocated $1.4 million in HOME funds to other acquisition / rehabilitation projects as originally intended as part of HOME activities.
3. Continue to reserve $5 million in Housing Bond proceeds for Habitat for Humanity (Richman Park Area).

6. WATER SUPPLY SHORTAGE CONSERVATION PLAN (WSSCP) PHASE 3 On May 19, 2015, City Council considered implementation of WSSCP Phase 3 with additional measures to comply with the Governor’s Executive Order B-29-15 requiring a 28% reduction in city wide water use, as compared to a 2013 baseline, from June 1, 2015 through February 28, 2016.
7. AFFORDABLE HOUSING MIXED-USE DEVELOPMENT – 1220 EAST ORANGETHORPE AVENUE Final actions on development proposal to construct a mixed-use development consisting of 35 affordable, permanent supportive multi-family residential units, a manager’s residential unit and 2000 square foot commercial component on a .83 acre site.
1. Adopt April 22, 2015 Mitigated Negative Declaration including Mitigation Monitoring and Reporting Program.
2. Adopt the following resolutions:
RESOLUTION NO. 2015-XX – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FULLERTON, CALIFORNIA, APPROVING GENERAL PLAN REVISION LRP14-00007 TO CHANGE THE COMMUNITY DEVELOPMENT TYPE OF A 0.83 ACRE SITE FROM “INDUSTRIAL” TO “DOWNTOWN MIXED USE” FOR PROPERTY LOCATED AT 1220 EAST ORANGETHORPE AVENUE
RESOLUTION NO. 2015-XX – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FULLERTON, CALIFORNIA, APPROVING MAJOR SITE PLAN ZON14- 0083 FOR SITE, ARCHITECTURAL AND LANDSCAPE CONCEPT PLANS FOR A MIXED-USE DEVELOPMENT CONSISTING OF 3 THREE AND FOUR STORY APARTMENT BUILDINGS FOR 35 RESIDENTIAL UNITS PROVIDING HOUSING FOR LOW AND VERY LOW INCOME HOUSEHOLDS, ONE MANAGER’S UNIT, LEASING OFFICE, RESIDENT ACTIVITY AREA, A ONE-STORY 2000 SQ FT COMMERCIAL SPACE, A BELOW-GRADE PARKING GARAGE WITH 25 COMMERCIAL PARKING STALLS AND 56 RESIDENTIAL PARKING STALLS ON A 0.83 ACRE PROPERTY LOCATED AT 1220 EAST ORANGETHORPE AVENUE
3. Introduce Ordinance No. XXXX for first reading by title only and waive further reading of the ordinance.
ORDINANCE NO. XXXX – AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FULLERTON, CALIFORNIA, APPROVING ZONING AMENDMENT LRP14-00009 TO CHANGE THE ZONING OF A 0.83 ACRE SITE FROM M-G (GENERAL INDUSTRIAL) TO C-3 (CENTRAL BUSINESS DISTRICT COMMERCIAL) FOR PROPERTY LOCATED AT 1220 EAST ORANGETHORPE AVENUE
8. PROPOSED BUDGET FOR FISCAL YEARS 2015-16 AND 2016-17, PROPOSED FEES FOR FISCAL YEAR 2015-16 AND APPROPRIATIONS LIMIT FOR FISCAL YEAR 2015-16 Consideration of adoption of the Proposed Budget and Capital Improvement Program, Fee Resolution and Appropriations Limit for the 2015-17 fiscal years.
